Full-Time Resource Mobilisation and Stakeholder Engagement (RMSE) Lead at Population Council
Job Description
In Kenya, the Council leads research and develops programs to reduce maternal mortality; build protective health, social, and economic assets for adolescent girls; reduce HIV transmission; respond to sexual and gender-based violence; address disrespect and abuse in maternity care; assess various service integration models; assess whether reproductive health.
Resource Mobilisation and Stakeholder Engagement (RMSE) Lead
KEY RESPONSIBILITIES:
Resource Mobilisation Leadership
- Create and implement strategic plans to identify and secure diverse funding sources, including institutional, corporate, and individual donors (HNI) and annual plans aligned with PC Kenya’s mission and priorities.
- Provide leadership and strategic direction to the RMSE function across the organization.
- Guide the organization in setting and achieving fundraising targets.
Donor Research & Prospecting
- Proactively research and analyze potential donors to understand their priorities and find areas of alignment with the organization’s mission and programs.
- Identify, pursue, and negotiate strategic funding opportunities and partnerships at national, regional and global levels.
- Develop and maintain a strong pipeline of prospective donors and funders.
Proposal Development and Quality Assurance
- Lead bid/no-bid decision-making processes in collaboration with technical and leadership teams.
- Contribute to the writing, review, and editing of proposals to ensure that they are of high quality and competitive.
- Ensure all proposals comply with donor guidelines and reflect PC Kenya’s technical and strategic priorities.
- Lead the concept note and proposal development process, working with finance, program, and operations teams to develop compelling proposals that meet donor requirements.
- Lead and coordinate PC Kenya’s proposal submission processes from start to finish.
- Track donor feedback, proposal evaluations, and support resubmissions or re-engagement where appropriate.
Pipeline Management
- Oversee the entire fundraising pipeline, tracking and managing funding opportunities from identification through to award.
- Establish systems to track, monitor, and report on the organization’s resource mobilisation performance.
- Analyze outcomes and identify areas for improvement in proposal development and partnership building efforts.
Supervision and Mentorship
- Supervise RMSE staff and provide technical guidance and mentorship to RMSE and senior Research staff.
- Support team capacity development in resource mobilisation and donor compliance.
Stakeholder Engagement
- Craft engagement strategies for priority donors
- Represent PC Kenya at conferences and global platforms
- Participate in national and international meetings, forums, and networks to build visibility and strategic partnerships.
- Cultivate and strengthen relationships with current and potential development partners, donors, and collaborators.
- Represent PC Kenya team as a focal point for relationships with donors, foundations, corporations, and/or other key stakeholders in the country/region
MINIMUM QUALIFICATIONS
- Master’s degree in business administration, International Relations, Development Studies, Public Health, or a related field.
- Minimum of 8 years’ post-qualification experience in resource mobilisation within an international non-profit, research, or development organization.
- Proven experience in identifying, securing, and managing funding from diverse donors, including bilateral, multilateral, philanthropic, and private sector sources.
- In-depth knowledge of donor agencies in research-related thematic areas and policy environment relevant to PC Kenya’s mission is strongly preferred. This includes health, well-being, climate and youth empowerment.
- Strong leadership, negotiation, and communication skills with demonstrated ability to engage high-level stakeholders.
- Experience in managing and mentoring teams in proposal development and donor compliance.
- Legally authorised to work in Kenya
