Job Description

The Information and Communication Technology (ICT) Authority is a State Corporation under the Ministry of Information Communication and Technology. The corporation was established in August 2013. The Authority is tasked with rationalising and streamlining the management of all Government of Kenya ICT functions.

Chief Executive Officer

Job purpose
The Chief Executive Officer is responsible to the Board of Directors for management and administration of all activities of the Authority. In addition, the CEO will provide strategic leadership and direction to the Authority in the running of day to day activities in order to active ICTA’s mandate in line with ICTA’s strategic plan and Government Policy.

Functions

  • Formulate, implement and review of policies, procedures and regulations for ICTA
  • Provide strategic leadership and ensuring excellence in provision of services at the ICTA;
  • Spearhead development agenda of the ICTA including formulation of projects and programmes;
  • Facilitate the delivery of quality ICT programmes in inculcating core national values;
  • Facilitate ICT professionals to contribute to National Development priorities;
  • Facilitate Research and Development on ICT trends;
  • Establish a sustainable resource base at ICTA;
  • Enhance the Capacity of ICTA’s Human Resource base;
  • Responsible for stakeholder management and enhancement of the corporate image of ICTA;
  • Ensures that ICTA utilizes its resources according to the financial guidelines provided by Government from time to time;

  • Enhance collaboration and engagement with stakeholders and partners in support of development agenda of ICTA;

  • Ensure ICTA has an effective management structure including succession management plans;
  • Ensure continuous improvement in the quality and value of services provided by ICTA;

Personal Specifications
For appointment to this grade an officer must have:-

  • Served in a relevant position for at least fifteen (15) years working in the Public Service or in the Private Sector; Seven (7) of which in Senior Management position;
  • Bachelor degree in any of the following disciplines;-Information Communication Technology, Finance , Law or related field from a recognized institution
  • Master degree in any of the following disciplines:-Information Communication Technology, Finance, Law or related field from a recognized institution.

Deputy Director Human Resource Management and Administration

Job Purpose

Human Resource Officers are responsible for the management of the Human Resources function; including formulation, periodic review and implementation of HR policies; compensation and benefits; staff training and development (competent and productive workforce); employee industrial relations; and performance management.

Job Specifications

  1. Coordinating, development, implementation and review of HR policies, rules, regulations, strategies, procedures and guidelines;

Deputy Director Planning and Research, Monitoring and Evaluation

Job Purpose

The Planning, Monitoring and Evaluation Officers will be responsible for offering guidance on strategic management forecasting and corporate planning as well as monitor and evaluate the implementation of projects, programmes and performance contract, reporting on performance and issuing reports.

Job Specifications

This position holder is responsible for providing the Authority’s strategic leadership in program’s planning, monitoring, evaluation, knowledge management and learning. He/she will be responsible for designing, managing, monitoring and evaluation systems and tools for implementation of the Authority activities, programs and projects. Specific duties will entail: –

  1. Providing overall strategic leadership of Authority’s monitoring and evaluation strategies in accordance with the Authority’s strategic plan;

The duties and responsibilities entail:

  • Target costing of the project, prepare margin analysis and trace costs back to activities

ICT Officer – Data Centre Administration

Job Specifications
Duties and responsibilities at this level will entail:-

  • Ensuring all data Centre equipment is powered off/on in a controlled manner as per documented procedures during planned outages;
  • Monitoring the data center environment and resources (power, cooling and space) and all other equipment to;
  • Liaising with data center Engineers in configuring client requirements;
  • Documenting operational procedures in data center;
  • Maintaining a full register of data center equipment;
  • Assisting resolving data center requests/faults logged;
  • Working closely with 3rd party service providers on data center management;
  • Participating in the monitoring of data center cyber security threats;
  • Participating in creating and implementing (including testing) Business Continuity and
  • Disaster Recovery plans for Government data centers; and
  • Participating in the development and review of the network standard.

Personal Specifications
For appointment to this grade an officer must have:-

  • Bachelors degree in any of the following:- Internet Technology, Management, Computer science or related field from a recognized institution; and Professional Diploma/Certificate
    • CDCMP
    • CCNP
    • VMWare Certified Professional (VCP6-DCV)
    • DC Certified Associate
    • BISC

This will be the entry and training grade for this cadre. An officer at this level will work under the guidance of a senior officer. Duties and responsibilities at this level will entail:

  • Issuing personal particulars forms and official secrets declaration forms to newlyrecruited staff for filling;
  • Collecting and keeping bio data for newly employed staff;
  • Updating employees’ bio-data and ensuring integrity and safety of information;
  • Responding to application for employment letters;

Driver

Job Specifications

  • This is the entry grade for this Cadre. Duties and responsibilities at this level will entail:
  • Maintaining work tickets for the vehicle assigned;
  • Driving the vehicle as authorized;
  • Maintaining security of the vehicle on and off the road, safety of the passengers including baggage;
  • Maintaining cleanliness of the vehicle and submitting reports as required;
  • Carrying out routine checks on the vehicles’ cooling and oil systems, electrical systems, tyre pressure and brakes; and
  • Detecting and repairing minor malfunctioning.

Job and Personal Specifications
For appointment to this grade, a candidate must:

  • Have Kenya Certificate of Secondary Education mean grade D (Plain) or its equivalent qualification from a recognized institution;
  • Have four (4) years driving experience in a reputable organization;
  • Have a current Driving License free from current endorsements and valid for any of the classes of vehicles which the candidate is required to drive;
  • Have attended a First Aid Certificate Course lasting not less than one week at St. John
  • Ambulance or Kenya Institute of Highways and Building Technology (KIHBT) or any other recognized institution;
  • Be in possession of a valid certificate of Good Conduct from the National Police Service;
  • Have passed the suitability test for Drivers;
  • Have passed Occupational Trade Test III for drivers;
  • Have good interpersonal and communications skills;
  • Have knowledge of computer operations;
  • Meets the provisions of Chapter six of the Constitution; and
  • Be of proven integrity, transparency and accountability.
