Assistant Director Human Resource Management
- Location. Kisumu

Duties and responsibilities
The Assistant Director, HRM will be responsible to the Secretary, County Public Service Board performing the following duties:
- Investigating and reporting on Human Resource Management complaints and carrying out ad hoc investigations on issues that require urgent attention of the Board; Organizing and coordinating Human Resource Audit inspections and preparation of Audit reports
- Monitoring implementation of the County Public Service Board)s delegated powers and overseeing follow up of implementation of the Board’s decisions:
- Conducting research on Human Resource and Development best practices to inform policy direction; t Preparing reports for Human Resource matters and agenda for the Boarder Supporting the development, implementation and reviewing of performance improvement strategies that are adaptive to the changing environment and technology;
- Liaising with the County HRM on Human Resource management matters that require attention of the Board
- Offering guidance and supervision to the officers below him/her
- Any other duties as may be assigned by the Supervisor
Requirements for appointment
- Be a Kenyan citizen
- Bachelor’s in Human Resource Management Public Business Administration, industrial Relations or comparable qualifications from a recognized University; I Masters Degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, industrial Relations, Labour Relations, Business Administration or any other relevant qualification from a recognized in situation
- A thorough understanding of relevant Legislation ,best practice and emerging issues in Human Resource Management and Development; and demonstrated merit as reflected in work performance and results;
- With knowledge of workforce planning, recruitment and staffing strategies, Labour Relations and local diversity initiatives
- Excellent Report writing skills and writing of minutes;
- Demonstrate high degree of professional competence, administrate capabilities and initiave in the management of Human Resource Management functions
- At least Seven (7) years ‘experience in the field of Human Resource;.
- Membership to a relevant professional body and in good standing.
Personal Assistant

Chief Records Management Officer

Chief ICT Officer

Duties and Responsibilities
- Design and programme Specifications
- Carrying out IT and lCT equipment and network analysis, design and programme specification in liaison with users;
- Coordinate system analysis, develop security for ICT systems, ensure timely implementation and effective maintenance of systems and supervise overall systems documentation;
- Taking charge of ICT equipment maintenance)prepare progress reports for the ICT equipment maintenance

Chief Public Communications Officer

Chief Legal Officer

Duties and Responsibilities
- Undetake research on all legal matters as required.
- Draft court proceedings documents.
- Prepare legal opinions
- Prepare statements of evidence by witnesses and beefing papers for use in case the board is taken to court.
- Assist the board by providing information on legal processes that affects it.
- Gather evidence in cases involving County Public Service Board to establish and verify basis for legal proceedings in order to formulate legal defence or to initiate legal action
- Conduct legal research, develop concept paper prepare legal briefs and opinions as well as develop effective defence strategies, arguments and testimony in preparation for legal proceedings
